Madam/Mr. Chairperson, Ladies, and Gentlemen:
 
Good Morning!
 
I have created a Commissioner’s Handbook for The Tri-City Mental Health Commission that was neither assigned to me to do nor approved by The Commission to do. Initially, it was created out of my investigation of my roles and duties as a Commissioner which even longstanding members of the Commission were unable to advise me on and for which reason Mr. Diksa was recommended for going on ten months now to train us and has been invited to train us. I was wondering if the Planning Council would work with me on reviewing; editing; and publishing this handbook to avoid the costs that I would incur if I have it published as I would otherwise intend to, which would be hard cover, costing me close to $30 per book for the first 50 books, and less thereafter.

Kindly provide me an email address so that I can present to you the PDF file of the results so far. I say “so far” because I’m awaiting the new bylaws to insert in its appointed appendix. I am anticipating on being on the ad hoc committee that will be developing those new bylaws for approval by the Joint Powers Authority, but in the current handbook I have my proposed bylaws, much of which was adopted from a few different sources, namely legislation that is currently in place, CALMHB/C’s current bylaws and workbook, findings from my studying the Planning Counsel in its relationship to the Commission, the current Commission bylaws, “Robert’s Rules of Order Newly Revised,” the recent MHSA delegation process recommendations that I was a delegate to the stakeholders for, and my own recommendations based on past experience.

Because I am out of ink and not in a position currently to print out the book for your review, I can provide for your review the most current form of the handbook via email or I can put it up on a link to put it at your disposal. Please be advised, however, that out of the 300+ pages, only less than 40 are the handbook itself. The rest are merely appendices that place the handbook portion in proper context such as the Welfare and Institution Codes that relate to our roles and responsibilities as Commissioners and from which my investigation of our roles and responsibilities in order to validate my recommendations. For that reason, your support as the California Mental Health Planning Council will also help you, as an established corpus, to whom we as a commission report to regarding our role to “…review and comment on the county’s performance outcome data and communicate its findings to the California Mental Health Planning Council” per WIC §5604.2(a)(7) and to expedite your goals and objectives of serving our common target – the mentally ill.
